You will have to add your own "Attitude not Aptitude" and "Forget Me Not" inscriptions, which can be purchased in Kamadan, this forum, or, at Guru auction. This will give you the 40/40.

BTW, only the offhand items have an Energy boost. The wand always has a damage stat: 11-22. There is no +10 energy wand.
